Alcantra Fence Project Wasilla, AK
PANNONE ENGINEERING SERVICES, LLC provided design and construction administration services for the construction of 3.5 miles of security fencing for the Alcantra Armory. Design elements included coordinating topographic and boundary control, establishing clearing limits, developing fence details and gate locations, Developing storm water plans and BMP's, and coordinating with the Owner. The construction phase included performing quality Control and Quality Assurance inspection during the construction phase, coordinating with the owner on submittal reviews and staging of men and equipment, and performing project close-out steps.
Polar Storage Anchorage, AK
PANNONE ENGINEERING SERVICES, LLC developed a site grading plan for the renovation of Polar Storage on Dowling Road in Anchorage, AK. This development was permitted through the MoA Building Safety department. The plan called for the removal and replacement of the asphalt pavement, which had settled over the past 30 years. The plan called for improvement of the grading and new pavement. New storm water treatment was required.
Campbell Lake Shore Stabilization and Dock Anchorage, AK
PANNONE ENGINEERING SERVICES, LLC coordinated the permitting for a new dock and bank stabilization project along the shores of Campbell Lake. The work included developing a bank stabilization plan, and submitting it to the US Army Corps of Engineers (CoE) and the State of Alaska Coastal Zone Management Department. The coordination included four change orders originated by the Owner and Builder and numerous meetings with the State and CoE. The project was completed in the spring of 2012.
Crystal Creek Lodge, Employee Wastewater Disposal System King Salmon, AK
PANNONE ENGINEERING SERVICES, LLC developed the design to upgrade the Crystal Creek Lodge's employee's quarter's wastewater disposal system, develop a materials list, and oversaw the construction of the system. The system was located adjacent to a salmon bearing stream and had to meet set back requirements. In addition, the drain field was located on the opposite side of the road from the septic tank. The system was installed fall of 2012.
Portage Glacier Lodge Girdwood, AK
PANNONE ENGINEERING SERVICES, LLC performed a presale inspection of the lodge's water and wastewater disposal system. The water system is a ground water well that was operating in accordance with ADEC Regulations. PANNONE ENGINEERING SERVICES, LLC also performed a sanitary survey to ensure the entire water system was operating in accordance with ADEC regulations. The wastewater system was complicated due to the numerous additions to the lodge over the years. It was found to have problems and PANNONE ENGINEERING SERVICES, LLC recommended upgrade solutions for the new owners.

This project consisted of a civil site design and water and sewer service line extensions. This project is located within the Municipality of Anchorage (MoA), and included coordination with State of Alaska (SoA) Department of Transportation and Public Facilities Right of Way. Civil design work included developing a design to dispose of storm waters on site, civil grading plan, parking and landscape requirements on a small commercial lot.

This project consisted of developing road upgrade plans for the Village of Birch Creek in interior Alaska. The project included a site visit and Tribal coordination, BIA coordination and the development of plan and profile drawings for the upgrade of approximately 15 miles of village roads. Project included plans, specifications and engineering estimates of cost.
Latter Day Saints Horizon Chapel Wasilla, AK
The scope of this project was to develop on-site water supply system and wastewater disposal system for a new Chapel. The water supply was a new Class B, Transient, and Non-Community water source for the new Chapel permitted through ADEC. The source was a ground water well from a deep aquifer. The wastewater system consisted of an on-site subsurface absorption system. The tank system was innovative in the use of a dosing tank because waste is generated one day a week, but will be timed dosed to the drain field over the course of the week. This system was permitted through ADEC.
Anchor River Inn Water System Anchor Point, AK
PANNONE ENGINEERING SERVICES, LLC developed a water treatment plan and obtained ADEC permits to construct this new Class B, Transient, non-community water source. The water source was a shallow water well delivering ground water under the influence of surface water to the sixty year old Inn. The water was treated to surface water standards and the new system started delivering water to the Inn in December of 2010.

The scope of this project was to develop on-site water supply system and wastewater disposal system for a new children learning center. The water supply was a new Class B, Transient, and Non-Community water source for the new Learning Center permitted through ADEC. The source was a ground water well from a deep aquifer. The wastewater system consisted of an on-site subsurface absorption system with a standard septic tank. This system was permitted through ADEC.

Samaritan's Purse Marshal Village Parish Marshal, AK
PANNONE ENGINEERING SERVICES, LLC was contacted to develop a civil design for the new Parish. The project scope included connecting to the community's water and sewer system. It was discovered that the waste water lagoon for Marshal was in failure and connections were being restricted. PANNONE ENGINEERING SERVICES, LLC worked with Samaritan's Purse and ADEC Village Safe water to facilitate the connection of the new facilities for both temporary and permanent connections. Additionally, PANNONE ENGINEERING SERVICES, LLC developed the site grading plan for the three buildings on a small, steep lot. The Parish was constructed in June of 2012.
Togiak View Apartments - Togiak, AK
PANNONE ENGINEERING SERVICES, LLC provided engineering, permitting and construction administration support for the installation of four advanced wastewater treatment systems and four Class C semi-public wells to serve four 12-plex apartment buildings. The scope of the project included conducting an in-depth soils investigation for the soil absorption systems and building foundation, close coordination with the Anchorage office of ADEC for the permitting and approval of these systems. The wastewater systems needed advanced treatments to reduce the amount of nitrates being introduced into the ground. The systems chosen were four Advantex advanced wastewater treatment systems.
Togiak Teachers Housing - Togiak, AK
PANNONE ENGINEERING SERVICES, LLC provided engineering, permitting and construction administration support for the installation of two standard on-site wastewater disposal systems and a single Class A public well to serve two four-plex's to house school teachers. The scope of the project included conducting an in-depth soils investigation for the soil absorption systems and building foundation, close coordination with the Anchorage office of ADEC for the permitting and approval of these systems. These systems used infiltration chambers instead of the conventional gravel filtration systems due to site constraints and difficulty in mining gravel in this remote village.
Alaska Wildlife Conservation Center Portage, AK
This is an on-going project. PANNONE ENGINEERING SERVICES, LLC is providing engineering design services to install a new soil absorption system and Class B water system for the Alaska Wildlife Center in Portage. This facility receives an estimated 500 to 1000 visitors a day in the summer. While in the winter they receive 100 visitors a month. This project is currently in the design and permitting phase. We are working closely with the Anchorage office of ADEC to obtain a Permit to construct a new standard soil absorption system.
Grecian Hills Housing Project - Anchorage, AK
PANNONE ENGINEERING SERVICES, LLC developed a wastewater collection and disposal plan for this 13-lot housing project. PANNONE ENGINEERING SERVICES, LLC developed an advanced wastewater treatment system to dispose of the over 6,000-gallons per day of wastewater. Each lot has an individual septic tank which discharges into a collection system for treatment and disposal at a central location. This development was difficult due to the amount of wastewater, limited area to dispose of the waste, the presence of high ground water in poor soils. By working closely with the developer and ADEC, we were able to develop an affordable wastewater system.
Eagle Village Sanitation Feasibility Study - Eagle, AK
Mr. Pannone was the Project Manager for a sanitation facility feasibility study for Eagle Village that included selecting a sanitation system for a new village site. As a part of this project, Mr. Pannone assisted the village in the investigation of groundwater contamination of the village's Class C well. The well had high levels of lead showing up in the monthly water monitoring. He performed an investigation of the groundwater movement and system construction to attempt to determine the cause of the lead contamination. Mr. Pannone also analyzed the existing landfill and developed a plan to accommodate current and long-term use.
Class V Underground Injection Wells, Various Sites, AK
Mr. Pannone was the lead engineer in the evaluation and testing of 32 Class V injection wells (EPA's designation of septic system) located throughout Alaska, from Haines to Fairbanks, at active and decommissioned military facilities. The project included the field investigation and testing of the active systems and developing a closure plan for the abandoned systems. An additional phase of this project is the decommissioning and closing the abandoned systems. This work is scheduled to be performed in the spring of 2006.
Bethel Alaska Airlines Terminal
In conjunction with the design of the new Alaska Airlines Terminal, PANNONE ENGINEERING SERVICES, LLC investigated the use of existing Class B water well for use on the new terminal. The Alaska Department of Transportation & Public Facilities (ADOT&PF) decided that the existing well should be abandoned and a new well drilled. PANNONE ENGINEERING SERVICES, LLC's Principle engineer oversaw the abandonment of the existing well and designed and oversaw construction of a new Class B water well. We also performed a sanitary survey of the terminal's water system for ADEC approval.
Muldoon Road R&R - Anchorage, AK
As part of a DOT&PF design, AWWU requested that two water lines crossing under Muldoon Road be upgraded and enlarged for future expansion. Mr. Pannone was responsible for developing the design and cost estimates and coordinating with AWWU engineers.
Eielson AFB Utilidor Analysis and Maintenance Plan - Eielson AFB, AK
Mr. Pannone's involvement in this project included conducting the analysis of the existing system and writing the maintenance plan. The analysis included investigating 30 miles of utilidors to assess the condition of the four utility pipes located within the utilidor; installing and monitoring floor metering equipment throughout the utilidor system; and asbestos identification, qualification and quantification, creating a maintenance plan that included inputting information received from the field into a database to identify critical areas of concern and prioritized maintenance work; and modeling of the four systems by a pipe network program to identify potential flow problems. Modeling was calibrated using actual events at Eielson AFB (i.e. fire flows were input simulating an actual fire and heating demands for a record cold year were input for steam flow). All information was input into dBase III files, Quattro spreadsheets, and AutoCAD drawing files. The files were manipulated to accommodate non-standard formats of the pipe network programs.

City of Bethel Landfill Permitting and Monitoring Program Bethel, AK
PANNONE ENGINEERING SERVICES, LLC's Principle engineer assisted in the preparation of the permit application for the City of Bethel's Class II Municipal Solid Waste Landfill. Once issued, PANNONE ENGINEERING SERVICES, LLC prepared an updated operations Plan for the landfill, provided training to landfill operators to meet the compliance requirements under the permit, and established a surface water monitoring program to meet permit requirements. We continue to provide support during bi-annual monitoring events.
Barrow Land Fill Thermal Oxidation System. Mr. Pannone performed construction administration of the installation of the Thermal Oxidation System for the Barrow Landfill. The system was developed to reduce the amount of waste being disposed.
Eagle Village Landfill Master Plan. Mr. Pannone developed a master plan for the village of Eagle. The plan looked at the location of the existing village and the future village downstream from the current location. The Plan included public participation with the village and agencies, and determining the best location and size for the growth of this village.
Streets, Roads and Subdivisions
Prince of Wales Island Logging Roads & Drainage improvements
PANNONE ENGINEERING SERVICES, LLC, in conjunction with Bratslavsky Consulting Engineers, performed in-depth stream survey to determine the flood stage for the improvement of the existing drainage system on 25 logging roads in Southeast Alaska. We developed an optimum culvert alignment that would minimize flood damage to the road, but allow fish passage.
Padro Bay Road
Mr. Pannone performed the topographic survey for the development of the six mile road improvement. He also designed the road improvement based on this survey. The road was designed for a 24 foot top, which allows passage of two truck or four-wheelers. The road embankment was five feet thick. The thin organic cover was removed, exposing the underlying silty material. Mr. Pannone developed a stream crossing that did not disturb the natural bank vegetation. He used a large pipe-arch, which spanned the drainage and allowed the natural growth to remain, thus not disturbing the fish habitat.
Maya Subdivision Anchorage, AK
PANNONE ENGINEERING SERVICES, LLC developed the roads and utility improvements for this eight lot subdivision in Anchorage, AK. The road improvements were to MoA urban street standards with concrete curb and cutter and paved street. The underlying soils were comprised of silty sands and required the importation of three feet of structural material to ensure a stable road base. PANNONE ENGINEERING SERVICES, LLC also developed the water and sewer main line extension into the subdivision and the stub-outs for the service lines.
City of Bethel Dust Study
Other than the few major roads, roadways in Bethel have been constructed using local fill material. This indigenous sandy material tends to dry-up and blow around when driven over. PANNONE ENGINEERING SERVICES, LLC's Principle engineer conducted an investigation of alternatives to help the City eliminate this dust problem. As a result of this investigation, we developed three alternatives, including cost estimates and potential pros and cons of each, for the City to consider for remediation of their dust problem.
Port of Anchorage, Tracts A & EE Terminal Road Improvements - Anchorage, Alaska
PANNONE ENGINEERING SERVICES, LLC provided design and construction administration services, including establishing vertical and horizontal control, evaluating subsurface material, estimating excavation and import volumes, installation of perforated sub drain system to lower water table, designing pavement structure, and extending the Terminal Road to tie into the new development. The project included coordination between the Port of Anchorage, U.S. Air Force, Department of Environmental Conservation, and U.S. Army Corps of Engineers. Mr. Pannone was the Contract Administrator during the construction phase of this project. This $4.2 million project was constructed over a two-year period and in accordance with M.A.S.S.
City of Bethel Fendering and Bull Rail
PANNONE ENGINEERING SERVICES, LLC's Principle engineer conducted an investigation of alternatives to protect the Bethel dock from damage. The investigation resulted in four progressive options, each building on the previous one, so the Port of Bethel can improve their protection system once funding becomes available. We developed plans and specifications for the construction of the first phase of the fendering project and provided construction administration for this phase over the summer of 1999.
City of Bethel Small Boat Harbor Gangways
PANNONE ENGINEERING SERVICES, LLC's Principle engineer developed the design and provided construction oversight for eight new gangways at the Bethel Small Boat Harbor. These gangways increased the number of boats that were able to tie-up in the small boat harbor, and provided increased access to the boats.
City of Bethel Small Boat Harbor Ramps
PANNONE ENGINEERING SERVICES, LLC's Principle engineer designed two new concrete ramps at the Bethel Small Boat Harbor to be used for the launching of small watercraft. We also provided construction administration services for the installation of the ramps.
River Bend Housing Complex - Juneau, AK
Mr. Pannone oversaw the construction of 1,100 linear feet of revetment along the Mendenhall River. The embankment was washed out by a 50-year flood. Mr. Pannone worked with the consultant to develop the design of the replacement rock revetment and oversaw the construction of the revetment. Mr. Pannone also provided engineering expertise during the construction of the new multi-family housing facility on the River Ben property. During the excavation of the road and building footings, silty soils were encountered. The pavement section was questioned as to the appropriateness due to the soils encountered. Mr. Pannone evaluated the design, met with the soils engineer, and made recommendations on how to proceed. In addition, he performed Special Inspection Services as required by the UBC and the City and Borough of Juneau on the footing and foundation installation.
Spruce Park Housing Complex - Fairbanks, AK
Mr. Pannone oversaw the demolition of the 25-year old existing structures, sale of three parcels of land, and the design of the replacement duplexes. The original Spruce Park housing complex contained 60 units in 20 buildings on seven separate lots. These buildings were dilapidated from heavy use. AHFC had elected to sell three of the existing lots, including the structures located on the lots, demolish the remaining structures, and build new duplex-style houses on the remaining four lots.
Sea View Terrace Exterior Renovation - Ketchikan, AK
Mr. Pannone managed the exterior renovation of the Sea View Terrace. He was responsible for the selection of the design architect to develop the construction documents, the review of the design to ensure that the scope of work was correctly laid out, ensuring the project was advertised for construction services, and overseeing the construction phase. Mr. Pannone worked with the contractor to ensure the renovation was performed in conformance with the contract documents.
Eielson AFB Section 801 Housing - Eielson AFB, AK
Mr. Pannone served as the Quality Control Manager, responsible for ensuring the contractor was constructing the housing units in conformance with the Plans and Specifications. He was responsible for the issuance of Deficiency Reports as needed, issuance of a daily Quality Control Report, resolving design questions, requesting design clarifications, and overseeing the Quality Control Inspectors activities. The project consisted of constructing 366 single and multi-family housing units at two sites over a two-year period. This project was design-build, which included design work and construction being performed simultaneously. The work included site development and fill, foundation construction, Reddi-form basement wall erection, wood-frame construction, and utility extension and services. All Quality Control Inspectors reported directly to Mr. Pannone.
Mr. Pannone developed the scope of work for the code compliance, 30-year life extension, and the ADA compliance of eleven properties. He was responsible for ensuring that the scope of work was advertised for public proposals by A/E firms and for overseeing the implementation of the contract. The eleven AHFC properties were Central Terrace, Fairmount, Alpine Terrace, Park View Manor, Chugach View, Southall Manor, Glacier View, Sunset View, Sea View, Mountain View, and the central office in Anchorage.
Anchorage International Airport, Phase III, Asbestos Identification & Quantification - Anchorage, AK
Mr. Pannone conducted asbestos identification and quantification surveys in the Delta Airlines operational area and the Crown Room. He also assisted in the development of a removal master plan.
Merrill Field Improvements (1991) - Anchorage, AK
Mr. Pannone provided engineering services during the design phase of this project. This project consisted of constructing and improved taxiway to Alaska Regional Hospital and a multipurpose apron; improving the storm drain system through the old Merrill Field landfill to clean up the effluent discharging into Chester Creek; improving the security of the field by upgrading the fencing and installing vehicle and pedestrian gate locks; constructing a visitor viewing area overlooking the field; and installing tie-down electric outlets. Mr. Pannone was also the Civil Construction Manager for the Construction Phase of the project. He was responsible for ensuring that the contractor conformed to the contract documents; negotiating change orders; and developing monthly pay requests.
Prospect Creek Airport Upgrade
Mr. Pannone provided engineering services for the Alyeska Pipeline Service Company for the upgrade of the existing airport. The upgrade included regrading the runway and apron to ensure drainage, providing a new surface course on the runway and apron area, and upgrading the existing navigation facilities and lighting. Sand Point Airport Realignment - Sand Point, AK
Mr. Pannone provided engineering services for the realignment of the Sand Point runway. This project was broken into three separate projects to ease funding requirements. The first phase included the removal of an obstruction and placing 200,000 cubic yards of material in onshore locations. The second phases consisted of the removal of a second obstruction and of placing 300,000 cubic yards of material offshore to produce the core fill for the future runway. The project also included placing slope protection on the marine fill. The third phase included placing 100,000 cubic yards of material to complete the core fill for the future runway, placing slope protection on the northern and southern ends of the runway safety area; construction of a paved runway, taxiway, and air carrier apron; and the upgrade of airport lighting. The completed project met current FAA safety standards for a Class C-III Airport. In addition to preparing the construction documents, Mr. Pannone assisted in the updating of the Airport Layout Plan, Terminal Area Plan, Property Plan, and Property Plat. The volume calculations and preliminary airport layout was performed using the surface modeling program MOSS. Fairbanks International Airport Expansion - Fairbanks, AK
Mr. Pannone performed contractor quality control and engineering services for the construction of lobby expansion. He oversaw the erection of structural steel, shop drawing approval and submittal, incoming material inventory, and general problem solving for all trades involved in the project.
Merrill Field 1989 Improvements/Landfill Capping - Anchorage, AK
Mr. Pannone provided construction administration and inspection services for the construction phase of this project. The scope of work included widening runway 15/33 from 50 feet to 75 feet wide and placing the final gravel cap on the old Merrill Field Landfill. He was responsible for performing daily construction inspection to ensure the contractor conformed to the contract documents and for tracking incoming material for verification of monthly pay requests.
Egegik Airport Master Plan - Egegik, AK
Mr. Pannone provided engineering services, including compiling data from the weather service and developing a wind rose for proper orientation of the proposed runways. Mr. Pannone provided engineering services for the completion of airport master plans to meet current FAA standards, including looking at the possible relocation of airports. These projects looked at site investigations and research to ensure conformance with current FAA standards, airport layout and cost estimating.
Aviation Support Facility and 110-Man Camp - St. Paul Island, AK
Mr. Pannone provided project engineering services for the construction of an aviation support facility on St. Paul Island for oil exploration in the Navron Basin of the Bering Sea by Exxon Corporation. Engineering services included construction survey and staking, material inventory and control, contractor quality control, safety inspections, and change order submission ($9 million) and documentation.
Akutan Sea Plane Base - Akutan, AK
Mr. Pannone developed upgrade drawings for the Akutan Sea Plane Base. Upgrade design included increasing the size of the aircraft apron to accommodate two aircraft (Grumman Goose and De Havilland Twin Otter on Floats), and improving the access ramp. The apron expansion was into the side of the mountain and consisted of excavating approximately 50,000 CY of material. The sea Plane ramp was constructed of concrete planks that have been eroded from wave action. Improvement of the sea Plane ramp included repairing the existing planks, and extending the ramp out into the ocean an additional 100 feet to accommodate the Twin Otter on floats.
On-site Water and Sewage Disposal
PANNONE ENGINEERING SERVICES, LLC is a leader in the design and construction of on-site water wells and wastewater (septic) systems.
